Abstract

This comprehensive research paper evaluates and compares traffic safety priorities in the Janzour region, Libya, by systematically analyzing the perspectives of three major stakeholder groups: Traffic Police Authorities (executive enforcement), Insurance Companies (financial/compensatory perspective), and Civil/Transportation Engineering Postgraduate Students (academic and technical perspective). The study developed an empirical, structured 11-question survey addressing five core dimensions of traffic safety: human behavior and demographics, road infrastructure design, vehicle technical status, environmental conditions, and legal/enforcement frameworks. The empirical results demonstrate strong multi-stakeholder consensus that excessive speed, aggressive driving, and non-compliance with traffic legislation represent the primary human drivers of road crashes. Statistical comparisons highlight distinct priority scoring: traffic enforcement authorities prioritized rigid roadside inspection, periodic vehicle testing, and automated camera enforcement, whereas insurance representatives and academic specialists emphasized infrastructure remediation, geometric redesign, and traffic control devices. The study provides a holistic framework for policymakers to implement targeted traffic safety interventions in Libya
