Strategic Planning and The Administrative Decision-Making Process An Analytical Study in Light of Time Management and Motivation Approaches

The study aims to examine the relationship between strategic planning and the administrative decision-making process in light of time-management and motivation approaches. The researcher used the descriptive analytical method and reviewed Arabic and English scholarly sources, without a field survey, because the study is analytical in nature. The review indicates that formal planning improves the chance of sound decisions when it is linked to environmental analysis and real participation in setting goals, while an annual plan that is written and then set aside weakens strategic thinking. Speed in deciding is not always an advantage; its effect varies with the resources of the environment and the degree of turbulence. Time management helps in setting priorities under work pressure, and motivation—especially clear goals and the needs of autonomy, competence, and relatedness—helps explain why some plans are not carried out. The study proposes an analytical framework of four elements and offers conclusions and recommendations, noting that generalization remains limited until the framework is tested in a local setting.
