التخطيط الاستراتيجي وعملية اتخاذ القرار الإداري دراسة تحليلية في ضوء مداخل إدارة الوقت والتحفيز

هدف البحث إلى بيان العلاقة بين التخطيط الاستراتيجي وعملية اتخاذ القرار الإداري، من خلال النظر إليهما معاً لا بوصفهما عملين منفصلين في الهيكل، مع العناية بمدخلي إدارة الوقت والتحفيز. واستخدم الباحث المنهج الوصفي التحليلي، بالرجوع إلى دراسات عربية وأجنبية محكمة، من غير استبانة ميدانية، لأن البحث تحليلي كما يظهر من عنوانه.
وقد تبين أن التخطيط الرسمي يرفع فرص جودة القرار إذا صاحبه تحليل للبيئة ومشاركة حقيقية في وضع الأهداف، في حين يضعف التفكير الاستراتيجي إذا اقتصر الأمر على خطة سنوية تُكتب ثم تُترك. وتبين كذلك أن السرعة في القرار ليست ميزة دائمة، إذ يختلف أثرها بحسب موارد البيئة ومدى اضطرابها. أما إدارة الوقت فتعين على ضبط الأولويات تحت ضغط العمل، وأما التحفيز – ولا سيما وضوح الأهداف وإشباع حاجات الاستقلال والكفاءة والانتماء – فيفسر بقاء بعض الخطط من غير تنفيذ رغم جودة ما كُتب فيها. وانتهى البحث إلى تصور تحليلي من أربعة عناصر يربط التوجه الاستراتيجي بالقرار عبر الزمن والتحفيز، ووضع عدداً من النتائج والتوصيات، مع الإشارة إلى أن التعميم يظل محدوداً إلى أن يُختبر ميدانياً في بيئة محلية.
