Abstract

This study aims to examine the reality of higher and technical education in Libya and its relationship with labor market requirements, in light of the growing economic and social challenges facing the country. The research employed a descriptive-analytical approach, using questionnaires, interviews, and document analysis as primary data collection tools. The sample consisted of 1,200 participants, including university graduates, technical institute graduates, and employers, distributed across various Libyan regions. The findings revealed a clear mismatch between educational outcomes and labor market needs, manifested in the excessive focus on theoretical disciplines and the lack of practical and applied skills. The study also highlighted significant deficiencies in graduates’ digital and language skills, as well as the absence of a clear national strategy to align education with development plans. Results confirmed that technical education represents a strategic option to address this gap, provided that its infrastructure is improved and its societal perception is enhanced. The study recommends reforming educational policies, updating curricula to include 21st-century skills, strengthening partnerships between educational institutions and the labor market, and supporting regular field studies to monitor changing labor market demands
