Human Resources Management Practices and Their Relationship to Improving Employee Performance: A Field Study at Al-Qardah General Hospital

Abstract

Human resource management is a cornerstone of improving performance quality within healthcare institutions, particularly hospitals, due to its role in attracting, training, motivating, and retaining talent. This study examines the relationship between human resource management and employee performance at Al-Qardah General Hospital in the Al-Shati region of southern Libya, within the context of the organizational challenges facing the Libyan healthcare sector. The study begins with a central problem: the poor job performance of employees resulting from the absence of clear evaluation and incentive policies, high turnover rates, and inadequate training and development programs. The study aims to identify the nature of the relationship between human resource management practices (such as recruitment, evaluation, training, and incentives) and employee performance, while also offering practical suggestions for performance improvement.

The results of the statistical analysis show a strong correlation between human resource practices and employee efficiency. Training and development programs emerged as the leading influence, followed by incentives, then recruitment and evaluation. For example, the correlation between training and performance was 0.857, and between incentives and performance was 0.892, both statistically significant relationships. The results of the sample surveys also showed that employees had high satisfaction with the incentive, training, and performance appraisal systems, indicating a relative level of management awareness at the hospital regarding the importance of these practices. However, some gaps in transparency and fairness emerged within certain administrative policies, presenting an opportunity for improvement.

In light of these findings, the study recommended the adoption of integrated human resource development strategies, focusing on competency-based recruitment, developing comprehensive performance appraisal systems, implementing specialized training programs, and establishing a flexible incentive system that aligns with effort.
