Abstract

This study addresses the topic of Public Administration Reform in Libya in the Context of Institutional Fragmentation: An Approach to Public Policy, with the aim of analyzing the current state of Libyan public administration in light of the political and institutional transformations that the country has experienced, identifying the main manifestations and causes of institutional fragmentation, and examining its implications for public policy formulation and implementation, government performance, the quality of public services, and the efficiency of resource utilization. The study adopted the descriptive-analytical approach, in addition to documentary analysis of the literature, studies, reports, documents, and legislation related to public administration, institutional reform, and public policies in Libya.

The study found that institutional fragmentation represents one of the most significant challenges facing public administration reform in Libya. The multiplicity of decision-making centers weakens the unity of public decision-making, leads to differences in directives and instructions, and delays the implementation of some government policies and programs. The study also found that weak institutional coordination contributes to the fragmentation of efforts, duplication of functions and procedures, and limited information exchange, while overlapping jurisdictions weakens the clarity of responsibilities and accountability. Furthermore, the study demonstrated that institutional fragmentation negatively affects the quality of public services by increasing administrative procedures, slowing service delivery, and making it difficult to identify the responsible authority.

The study concluded that public administration reform in Libya requires political will to support institutional reform, a clear and stable legal and regulatory framework, the reorganization of jurisdictions and the resolution of institutional duplication, enhanced coordination and integration among institutions, and the development of human resources, information systems, and digital transformation. It also recommends adopting a gradual reform process based on realistic priorities and involving local institutions and relevant stakeholders in the reform process.
