Abstract

The study aimed to identify the concept of digital transformation and its requirements, clarify its relationship with public administration reform, and analyze the current state of digital transformation in Libyan government institutions. It also sought to highlight its role in supporting the formulation, implementation, and monitoring of public policies and improving government services. The study adopted the descriptive-analytical approach by analyzing the current state of public administration and digital transformation in Libya.

The study found that digital transformation can represent an important approach to public administration reform, given its potential to simplify procedures, improve information flows, support decision-making, enhance transparency and accountability, and increase the efficiency of government service delivery. The study also showed that the level of digital transformation in Libyan government institutions remains uneven and that its full implementation faces several challenges, most notably weak integration among systems and databases and limitations in some aspects of digital infrastructure.

The study concluded that the success of digital transformation in Libya depends on the extent to which it is integrated with administrative and institutional reform, rather than merely introducing modern technologies. Accordingly, the study proposed an approach based on re-engineering procedures, developing digital infrastructure, standardizing and integrating databases, developing employees’ digital skills, updating legislation, strengthening cybersecurity, and linking digital data to public policy-making and the measurement of government service performance.
