Geographical Analysis of Employment and Income in the Libyan Labor Market in 2022

This study aimed to analyze the state of employment and income in the Libyan labor market during 2022 by examining employment and unemployment indicators, identifying the key factors influencing the labor market, understanding the distribution of income across different economic sectors, and evaluating the policies adopted to address labor market imbalances.
The study employed a descriptive-analytical approach, relying on the analysis of statistical data and official reports related to the labor market. Tables and percentage distributions were used to interpret the economic and social phenomena associated with employment and income.
The findings revealed high unemployment rates among young people, continued heavy reliance on the public sector for employment, and the limited contribution of the private sector to job creation. The study also identified a mismatch between educational outcomes and labor market needs, significant disparities in income levels across economic sectors, the prevalence of disguised unemployment within the public sector, and the economy's heavy dependence on the oil sector.
The study recommended diversifying the economy, developing employment policies to reduce reliance on the public sector, reforming the education and vocational training systems to better align with labor market requirements, supporting the private sector, improving the investment climate, and addressing disguised unemployment in public institutions by enhancing employee performance and efficiency.
Furthermore, the study proposed establishing national programs to support small and medium-sized enterprises (SMEs), creating labor market-oriented vocational training centers, launching a national employment platform, developing a comprehensive strategy for economic diversification, and implementing a performance evaluation system for public sector employees to enhance productivity and improve labor market efficiency.
