The Role of Digital Twin Technology in Supporting Decision-Making and Developing Infrastructure Management in Al-Bayda City

تهدف هذه الدراسة إلى بحث إمكانية توظيف تقنية "التوأم الرقمي" (Digital Twin Technology) لتطوير إدارة البنية التحتية في المدن الليبية، متخذةً من مدينة "البيضاء" نموذجاً للدراسة. وتسعى الدراسة إلى تحليل الدور المحوري لهذه التقنية في تحسين عمليات التخطيط والتشغيل والصيانة واتخاذ القرار ضمن أنظمة البنية التحتية الذكية، بما في ذلك شبكات المياه والنقل والطاقة والمباني الحضرية. ولتحقيق هذا الهدف، اعتمدت الدراسة المنهج الوصفي التحليلي القائم على مراجعة الأدبيات السابقة وتقارير التحول الرقمي وتحليل دراسات حالة دولية رائدة. وعلاوة على ذلك، عزز البحث جانبه التطبيقي من خلال استبانة ميدانية استهدفت المختصين والخبراء في مدينة البيضاء؛ وذلك لتقييم مستوى الوعي بهذه التقنية، ودراسة جدوى تطبيقها عملياً، وتحديد أبرز العقبات والتحديات التي تعيق تنفيذها. ناقشت الدراسة قدرة "التوائم الرقمية" (Digital Twins) على توفير نموذج ديناميكي عالي الدقة يعكس ظروف الواقع الفعلي، وذلك بهدف تعزيز قدرات الإدارة الاستباقية. وخلصت النتائج إلى أن إمكانات توظيف هذه التقنية تمثل فرصة استراتيجية واعدة لنقل المدن الليبية نحو الاستدامة والتحول الذكي؛ غير أن تحقيق هذه الإمكانات يظل مرهوناً بتوفر بيئة رقمية داعمة - وفي مقدمتها البيانات المفتوحة - وبوضع تشريعات وطنية ومعايير تنظيمية تحكم اعتماد هذه التقنية وإدارتها التشغيلية.Downloads
