This study aimed to analyze the impact of balancing the three constraints of construction projects (time, cost, and quality) on project success in Libya, given the challenges facing the construction sector, including delays, rising costs, and inconsistencies in performance quality. The study stemmed from the importance of modern project management as a key tool for achieving efficiency and effectiveness in project execution, particularly in environments with complex economic and administrative conditions, such as Libya. The study employed a descriptive-analytical approach and was conducted on a sample of 100 engineers, project managers, and administrators working in the Libyan construction sector. A questionnaire was used as the primary data collection tool, and the results were analyzed to measure adherence to the three constraints and to assess the success of construction projects. The results showed a relative adherence to the three constraints, indicating improvements in schedule compliance, cost control, and the application of quality standards. Furthermore, a clear positive relationship was found between the balance of these elements and the success of construction projects. The results also confirmed that improved planning, monitoring, and control significantly contribute to increased implementation efficiency, reduced waste, and the achievement of project objectives. The study concluded that the success of construction projects depends not only on the availability of resources but is fundamentally linked to management's ability to balance time, cost, and quality, thereby enhancing performance efficiency and increasing the chances of project success in Libya.
