تستعرض الدراسة الأطر النظرية لسلوك سعر الصرف وتقيم مدى ملاءمتها للاقتصادات الريعية، مع التركيز على ليبيا كاقتصاد يعتمد بشكل كبير على صادرات النفط. تتناول الدراسة أحد عشر إطاراً موزعة على ثلاثة محاور رئيسية: النظريات التقليدية والمتقدمة لسعر الصرف، ونظريات الاقتصاد الريعي والموارد، والمقاربات المؤسسية والسياسات الاقتصادية. تُقيم هذه الأطر في ضوء افتراضاتها الأساسية ومدى توافقها مع الخصائص الهيكلية والمؤسسية للاقتصاد الليبي. واعتمدت الدراسة منهج المراجعة النقدية المنهجية للأدبيات، باستخدام معيار الملاءمة الهيكلية والمؤسسية الذي يأخذ في الاعتبار طبيعة نظام الصرف، مصادر النقد الأجنبي، تأثير السياسة المالية على السياسة النقدية، وجود السوق الموازية، والاستقرار المؤسسي والسياسي. وتشير نتائج الدراسة إلى محدودية بعض النظريات التقليدية في تفسير الحالة الليبية، تعود أساساً إلى اختلاف البيئة المؤسسية والهيكلية عن الافتراضات التي تستند إليها هذه النظريات. في المقابل، تظهر المقاربات المؤسسية، خاصة نظرية الدولة الريعية ونظرية الهيمنة المالية ونظرية الاقتصاد السياسي للريع، ملاءمة كبيرة لتفسير خصوصية الحالة الليبية. ومع ذلك، لا توفر أي من هذه نظريات تفسيراً شاملاً، مما يبرر تبني إطار مفاهيمي هجين يرتكز على البعد المؤسسي مع الاستفادة من الأطر الأخرى لتفسير الجوانب الهيكلية والنقدية والخارجية.
