تسعى هذه الدراسة إلى تقديم مقاربة جيو-اقتصادية استراتيجية تعيد تموضع الدولة الليبية في النظام الدولي، عبر الانتقال من نمط "الدولة الريعية" المعرّضة للصدمات الجيوسياسية وسوق الطاقة العالمي، إلى "دولة عبور محورية" (Transit State). تناقش الورقة كيفية إعادة توظيف الجغرافيا السياسية لليبيا كمنصة ارتكاز جيوبوليتيكية تربط المجال المتوسطي والمصالح الأوروبية بالعمق الجيو-استراتيجي لأفريقيا (الدول الحبيسة: النيجر وتشاد)، استغلالاً للتنافس الدولي وفرص "مبادرة الحزام والطريق" الصينية (BRI) والتكامل الإقليمي عبر منطقة التجارة الحرة القارية الأفريقية (AfCFTA). وتعتمد الدراسة المنهج الوصفي التحليلي والاستنباطي لبناء إطار مفهوماتي يربط بين المتغيرات المكانية والبنيوية والدولية، مع وضع آلية للتحوط الجيوسياسي (Strategic Hedging) تضمن تحقيق التنويع الاقتصادي وإدارة التوازن في العلاقات مع القوى العظمى دون المساس بالسيادة الوطنية.
