تسعى هذه الدراسة إلى معرفة مستوى الوعي والاستعداد لإصدار السندات الخضراء في ليبيا ، من خلال دراسة استطلاعية من وجهة نظر كبار موظفي مصرف ليبيا المركزي، و تأتي أهمية هذه الدراسة في ظل التحديات البيئية المتفاقمة التي تواجه العالم عمومًا، وليبيا بشكل خاص، حيث يشكّل تغير المناخ تهديدًا مباشرًا للموارد الطبيعية والتنمية المستدامة، ولتحقيق هدف الدراسة اعتمد على المنهج الوصفي التحليلي باستخدام استبانة، وزعت على عينة مكونة من (46) موظفًا من كبار موظفي المصرف المركزي في طرابلس. وبخصوص اهداف الدراسة فقد تركزت حول معرفة موقف هؤلاء الموظفين من مفهوم السندات الخضراء، ومدى الوعي والاستعداد لدى المصرف المركزي لتبني هذا النوع من التمويل .وخلصت نتائج التحليل الإحصائي إلى وجود مستوى متوسط من الوعي بالسندات الخضراء، يقابله استعداد منخفض نسبيًا لتبنيها لمسألة اصدار السندات الخضراء، مما يعكس الحاجة إلى تعزيز ثقافة التمويل الأخضر داخل المؤسسة، وتهيئة البيئة القانونية والتنظيمية الداعمة. ولهذا أوصت الدراسة بضرورة تبني سياسات تحفيزية وتثقيفية، والعمل على تفعيل التعاون مع الجهات الدولية المهتمة بالتمويل الأخضر.
